  I am not sure when you need to turn the form in but I think as soon
as you finish the check up I think.  I also think that a normal check
up with vaccine shot should do the trick but I am out of school for so
long so please some one back me up or correct me if I am wrong :)
  As far as renting, I am sure there are plenty people looking for a
roommate.  
  As far as social security, here is a site you can check out:

  I am not sure how long can you use the international license but I
have seem people use Taiwan license to switch for a Florida license. 
That might be something to look into.  Florida license is good for 5
years before renewal.
  Most apartments have parking for the car so you do not have to worry
about.  As far as school, you will have buy parking decal from school
then they will tell you where to park.
  As far as buying car, as long as you have a license, you can get a
car and then buy insurance so  you can actually drive the car.
