During the Civil War. officers commanding an army or corp would issue a "Special Order No. __" for a particular task to be done. This person could have been part of the men detailed to the particular task in the order.
The Official Records of the Union and Confederate Armies might have the special order in it. You want to look at the date of notation in the service record, then go the Official Records volume that covers Texas at that time to determine to what brigade, corp, and army the soldier's unit was assigned. This may contain a report from the soldier's commanding officer about detailing men to comply with the "Special Order". Since Texas was "cut off" from the Confederacy with the fall of Vicksburg in July 1863, the "Special Order" may have come down from Gen. Kirby Smith.

A patron has a Confederate Soldier service record of Texas that says her
Brashier was given a "Special no. 50" under "Absent enlisted men
accounted for." Any ideas what Special no. 50 is? She has also seen
Special no. 49 for another person.

I am beginning the process of writing a collection development policy
for our genealogy and local history library and would love to find some
examples of policies that are specific to these types of collections.
I've got the ALA Guidelines for Beginning Genealogical Collections and
Services, but it is dated 1991. I was wondering if there is anything
more current out there?
If you have a collection development policy that you would be willing to
share, or if you know of a good resource for examples (on-line or
print), I would love to hear from you. Please feel free to contact me
off-list.
Also, if anyone remembers if this topic has been discussed on the list
previously and remembers an approximate month and year, please let me
know. I've gone through the list archives for the last 6 months or so,
but haven't seen anything yet.
