[Genealib] Patron lockers

Thank you for the deluge of replies regarding locker setups and
policies.  You all always come through. I was able to pull some specific
examples of what I think would work best for us, and some ideas about
what would not be suitable for our facility and patrons. I had intended
to summarize them for the list, but each library's physical and
administrative situation is different, and policies are all over the
board in terms of what is prohibited and what is allowed in research
rooms.
