[Genealib] Library of Last Resort - LOC

I have heard many times that the Library of Congress was known as the
library of last resort for interlibrary loan. I need to find out for sure if
this is true and how do I go about accessing two books that they own, one of
them is not found anywhere other than LOC.
I am trying to get two books for a patron that are only located in 10
libraries and none will lend. I have checked all other resources such as
LDS, Amazon, GoogleBooks, etc.
Have any of you tried LOC and what was the procedure? Did you go through
First Search? I tried that in the past and I was virtually ignored. <g>
