A little late, I realize, but here are some more inexpensive systems
that either being used by library's in our System, or we have tested them.
Surpass SL (Small Libraries)

Right On http://www.rightonlibrarysoftware.com/
When we were choosing a new system for a consortium, Surpass (the
larger product, but looks the same) rated highly with many of our librarians.
There are several others I have found in the more inexpensive ranges,
but I wasn't sure how much you were willing to pay.
