[Genealib] Digital scanning of archived newspapers

I would like to obtain, OFF-LINE, information from those of you who have experience with digital scanning of archived newspapers.  



Our small city library is in the San Francisco East Bay area.  

Which firms handle the newspapers as if they were irreplaceable?  

Are the delivered digital files searchable?  

Which reputable firms are worth considering?  

What are the costs?
