[Genealib] non contiguous counties

A comment in one of the answers to the "gen. room set-up" thread brought up an interesting problem we have and I am wondering how others in my situation are handling it. Our facility is located in the state capital near the state archives and a university historical library.
Our collection management statement says that our Local History Room collects for our county and the counties contiguous to us.
I have been working in this room for a year and have found our patrons are not satisfied with this collection management policy. Many of the counties once included other counties that are not contigous anymore. Also, our county has always been a "refuge" county of sorts because of the capital and the university so many people are from somewhere else in the state. While the institutions listed above may have materials from other counties they have limited staff and hours.
I don't want to collect for the larger metro areas but I would like to expand our collection management policy to include non-contiguous counties.
How can I revise the collection management policy to make this work? Do I want to?
