I have a personal subscription to Footnote.com
I'm not aware of institutional subscriptions. I'm sure their marketing dept could answer that.
I have been using it most particularly for the set of Pennsylvania Naturalizations that it has (broken down into Eastern, Middle, Western PA). Those records are great for the PA Naturalizations for the infux of immigrants in the 1880-1920 time frame.
I have found that the site is cumbersome in that when you click on Original Documents, it loads them ALL. I have given comments to the site suggesting that they whittle those down into categories in much the same way that Ancestry does, ie. Military, Naturalizations, Historic Newspapers sorted by State,etc.
Their search engine is hard to use as well. Compared to Ancestry and the www.newspaperarchive.com search engine, Footnote's is more difficult. Thus, searching their free access to "The Pennsylvania Archives" (PA State official archives, from Revolutionary and post-Rev era) is difficult. But when you get a "good hit", it makes it worthwhile.
I use my subscription to help local history/genealogy patrons to our local library on days when I'm working/volunteering there. I always make it clear that it is my own personal subscription.
