I have searched our online Pennsylvania session laws (which date back to 1683) and the Pennsylvania Archives without finding any information to support this claim.

Subject: [Genealib] Rev. Jenkin Jones
This Rev. Jenkin Jones was around in 1726-1760 in Philadelphia, PA. He
helped with a law on the right of dissenting ministers to perform
marriages. This is mentioned in a book but there wasn't any
documentation to back this up. Our patron is trying to find that
documentation. He also knows there were some problems with Catholics
worshipping in 1733 and the Quakers and Baptists didn't like this.
Again, they are trying to find the laws for Baptist or PA or
Philadelphia of that time period that will state this information. Our
patron is writing a book and wants to have the facts correct as possible
for the book. If you know early history of PA or Baptists we would
appreciate your help. Our patron has tried some early history and law
books but nothing is "jumping out" at him with the answer. Everything
leads back to the book.
