[Genealib] camera use policies

MessageAt the Los Angeles Public Library, we encourage the use of cameras.
There are many books that we won't allow to be photocopied for various
reasons such as size, fragility, etc.  We offer patrons the option of using
a camera as an alternative.

I checked with our Rare Books Department.  They make decisions on a case by
case basis, but tend to encourage camera use because it is less damaging to
the books.
