We have not had a problem in recent years. We require a check or money
order for $15.00 out-of-state or $5.00 in-state up front as a research
request fee, and send invoices with photo orders, etc. Research request
checks are not cashed until the reply is in the mail, but not many
bounce without being paid eventually. The advance payment seems to
induce a "good faith" response. We send reminder letters for unpaid
balances after a month, and if a second reminder is needed, that letter
states they can not receive any further services until the balance due
is paid.

We charge a small fee for copying and mailing requests. In the last
year we have had almost every request answered from the mail, where the
patron said "bill me," remain unpaid. We have also had a number of
out-of-state checks used to pay this fee, bounce. I am curious about
other libraries -- Is this a trend elsewhere?
