[Genealib] missing OGS News and Quarterly issues

Our library received some gift copies and we would like to fill in these
gaps so we can bind complete sets. Since 2008 we have a subscription.
But if anyone has extra copies of the issues listed below I would be
happy to have them, either as a gift or a trade. We can provide postage
if needed.
