Pam,
You should include USCIS's charges, which are $20 to look at the index
and another $20-35 for copies. See www.uscis.gov/genealogy.
The Survivors Registry doesn't charge for time (usually about 2-4
hours, up to 8 for special cases such as compensation claims) or
copies or CDs when we scan documents via the microfilm readers. We
usually email scans, but sometimes the files are too big or there are
too many to email.
As for the other parts of the Museum, the Archives will charge for
copies. There are charges for copies of photographs, audiotapes and
videos, but the fees just cover the Museum's costs to use outside
vendors for duplication.
