[Genealib] Library Charges

So far we have resisted charging for other than copy fees and postage, but 
the volume is picking up so we may revisit the issue.  We now have PDFs of 
all obits going back to 12/1999 in our online database, so that should take 
some of the load off.

We recently started charging $1.00 per obituary.  We used to charge ten 
cents plus postage for paper copies and nothing for a scan, but we were 
getting 300+ requests a month and our budget was getting slashed.  If the 
requester is local, we encourage them to come in and pick the item up.
