[Genealib] Digitization project advice

The Buffalo and Erie County Public Library is considering digitizing
its Local History File. The file is essentially a newspaper index
covering local people, places, things, and history. It includes
about 300,000 citations on 100,000 index cards and will continue to
grow. The Library is considering scanning the cards and/or entering
the file citations into a searchable database. Any advice that you
could give related to the following topics would be appreciated:
* Is there a digitization consultant that you would recommend?
* Would anyone who has worked on a similar project be willing to
talk to our staff about your experience?
* What software would you recommend for this type of project?
* Any other advice/words of wisdom
