I understand the simplicity you are seeking in following a single-name
approach. I vote against doing that for the following reasons.
First, out-of-towners will be confused if they are looking for subsumed
title. This will cause your staff to constantly be explaining the
difference. Secondly, people have faced this quandary in the past and came
to the conclusion that it is "best" to include multiple, but correct,
newspaper names when indexing. To do otherwise means you will be
"out-of-step" with professional practices.
I suspect you sense the points above already. Good luck with your project.
