[Genealib] Flash: SSDI now free on GenealogyBank

Not true. That might have been true once but has not been true for
some time. My 15-year-old son had no payout on his death in 1994 but
he is listed in the SSDI. So are thousands of other children who died
and we can assume that 99% of them had no pay-outs.
