I would caution against using Greenstone unless you have a very supportive and capable IT department -- and even then, as was our experience, it might not work out. We tried using it but eventually gave up (we're now in a consortium that uses CONTENTdm). It was much too labor-intensive and required too much tech savvy to be practical for us -- we would have needed someone from IT to be available nearly full-time to work on coding, etc., in order to get our collections online and looking good.

I don't have any experience with Dreamweaver as we use ContentDM but there is an open source software that handles digital image and metadata called Greenstone. It is free and used by many. http://www.greenstone.org/ Give it a try, it's free!
