[Genealib] New INS Genealogy Program link to Federal Register

Thanks to Phillip Yannarella for the heads up to the separation of handling
genealogy inquiries through the Freedom of Information Act to the Department
of Immigration and Naturalization Service. This will "improve" things for
researchers with genealogy interests and for other customers with
not-genealogy requests. From a planning-the-workflow point of view, it seems
like a good idea. Here is the link to the Federal Register page about the
development of this new program.
