I find newspaperarchive.com to be a tremendous resource.  In the past, 
it's been free to libraries and schools, although I no longer see that 
on their website.  Check it out here:
http://access.newspaperarchive.com/InvalidIP.aspx

I use it through a statewide library consortium, so you may want to look 
into that option.
