[Genealib] New library question **** arrangement

At Anderson Public Library, we use what we call a modified Dewey.  For books 
on Indiana, Dewey groups things by state regions.  We just shuffled it to an 
alphabetical arrangement.  Madison County, where we live, has a correct 
Dewey number of 977.257.  In our system, Madison County is 977.248 because 
that's where it falls alphabetically.

Pam's reply made me realize I did not go far enough  with my earlier answer. 

We do the same thing at Clayton ... general and then by counties but within 
those county sections, arranged by the Dewey number.  In the state section, 
the 'general' books are in Dewey order.
In the family section, the Surname in alpha order, or by the "major" 
surname.
