[Genealib] New library question

I rather like the arrangement I've seen at several
genealogy libraries - the books are arranged by state,
with the general books first, and then the books that
are county specific. For patrons, arranging the county
books alphabetically is probably easiest, though a
good case could be made for using the Dewey numbers
for counties, as that keeps things together from a
geographic point of view.  YMMV
