[Genealib] Charging for Obituaries

At the Plymouth District Library, we don't charge for photocopying and
mailing obits.  So far, we've never been asked for more than one or two at
a time, so it hasn't been a problem.  We enclose a small printed note on
our letterhead that says "These materials were provided to you free of
charge as a service of the Plymouth District Library.  We appreciate your
continuing support of the Library" with each copy.
