[Genealib] Cataloging Question on Family Histories

One of my retired colleagues needs some help with Cataloging family
histories in LC. I'd appreciate it if anyone who might be able to help
could respond to her directly at the address below:
I need assistance in cataloging a few family histories in LC
Classification for a small non-profit volunteer genealogy library (no
budget at the moment). As a professional librarian, I have been working
with Dewey for the last 40 years. My problem lies in determining the
cutter numbers and whether to just use ones based just on the Author's
last name or some combination of Author and the
country(countries) of the family in the book. I have several telling of
family migrations from multiple countries in eastern Europe to the US
and some only pertaining to one country. None of these volumes are at LC
or in Google library catalogs.
