That's a good question! I'll have to look into it. It just may have become a federal issue when the Feds took charge.

This is fascinating! Were these rules in place prior to Ellis Island? Would
a woman who came through Castle Garden have been subject to the same rules?
My gr-grandmother (from Switzerland) came by herself and married my
gr-grandfather (also from Switzerland) after she got here. They were married
in Archbold, OH in 1885. Her brother and my gr-grandfather were supposed to
have come together. I have never been able to find any of them on any of the
lists. All would have been single at arrival.
