Ditto for our library. In fact, our communications department was able
to set the phone to cut off the caller after 3 minutes. That's enough
time to call for a ride home which is the most common use.

The public library where I worked had a courtesy phone on a separate
line. Children or adults could use it at any time to make brief local
calls. We did not accept incoming calls on the courtesy phone (we turned
off the ringer). If anyone called the library for a child or adult, we
asked for a phone number where they could be reached and offered to look
for the person and - if found - give them the phone number so they could
return the call using the courtesy phone. We did not give other
messages, only a return call phone number. It was up to the patron -
child or adult - whether or not they returned the call.
