Although New York State's statewide death index doesn't include New York City or the 
former City of Brooklyn, it does include:

** towns in Kings County prior to their annexation by the City of Brooklyn in the 1880s
and 1890s,
** western towns in Queens County prior to their incorporation into the City of New York
on January 1, 1898,
** Richmond County prior to its incorporation into the City of New York on January 1,
1898,
** portions of Westchester County prior to their annexation by New York City in 1895.

The National Archives, Northeast Region in Manhattan also has these indexes.
