[Genealib] Genetic Genealogy in the news

Genetic Genealogy in the newsBill-
I own a private city directory library (about 6,000 volumes) in Oakland, CA and in that connection subscribe to Genealib. My question, however, is somewhat unrelated to that. I frequently find a need for remote access to Proquest Historical Newspapers other than the NY Times, which is readily available. I have not been able to find a library in this vicinity (San Francisco Bay) that has such access. Is there any way of determining who might have this resource available?
Your advice would be much appreciated.
