I highly recommend the software created in Canada by
Halinet and OurOntario for displaying photographs. 
Look at their site at http://images.halinet.on.ca/ 
Our library has been using their software to index
newspapers, but their software for displaying and
indexing photographs is very impressive. We're already
participating in a consortium level ContentDM database
for our local history photos....wish I'd discovered
the Canadians first.  Halinet has provided their
software FREE to the library with a very modest annual
fee for storing our database.  I've also found them to
be exceptionally helpful with technical advice.
