[Genealib] Research fees/Obituary Requests/Photograph copies

The first two hours of research are free.  After that we charge the amount per hour of the person who does the work, students or staff.  We do not handle multiple obituaries differently.  We charge $0.10 per page copied plus postage or $0.10 per page scanned and emailed.

We do not charge for obituary requests or copies, when patrons email or write in requests, we write back that we 
accept donations, but do not charge for these services. We are a county public library system (with 5 libraries) in
