The library I work for has City Directories on microfilm for Brooklyn, NY
from 1861 to 1910.  City directories are arranged in alphabetical order by
surname.  If the patron knows the surname, I would be happy to look up the
information for you.  
The 1890 Police Census only covers Manhattan, it does not cover the
borough of Brooklyn.
