I would recommend checking an antiquarian booksite, for example
www.bookfinder.com, which has many of the issues available along with
booksellers' prices and descriptions of their conditions. Other list
subscribers probably know of other sites from which back issues of
serials can be ordered. It may take a while to complete the set, as
more issues turn up in the used book/periodical market, but at least
you'll get closer to achieving your goal.
