Has he already tried this route? Our staff will assist him in French and
can explain some of the concepts he seems to not understand very well. We
do not have particular experience with the Pacific Northwest per se, but we
can certainly guide him to some extent. We provide an online ask-a-question

Laurie's suggestion of enlisting the assistance of a university prof or

I'm looking for anyone who could possibly help a long-distance
patron of ours. There seem to be two basic problems. 1) His first language
is French and he lives in Quebec, 2) He doesn't seem to be an experienced
