[Genealib] Historic Newspapers database?

Hello all,

I am looking for a library within an hour's drive of Adrian, Michigan that has access to the historic newspapers database from ProQuest. The only one that my patron and I are aware of is the R. B. Hayes Presidential Center in Fremont, Ohio. Is there anyone closer to Adrian who has access to this database?
