Correct! I have both ALE and Ancestry.com at my desk. If you pull both databases up and compare the two by
=> "Search" from the top naviagtion bar,
=> bottom- right-hand corner select "List all databases"
=> then narrow your topic by selecting the "Newspapers" Record Type
you will see that e.g. Sheboygan Press, and others are not included because they belong to the Historical Newspaper Collection => view "Scope Notes" at the bottom.

I'm not so sure I agree with the author below. Ancestry.com has
old newspapers that are not on AncestryLibrary. Wish they were,
unless I am so dense that I have yet to find them.
