ProQuest doesn't want ALE and HeritageQuest to be competing products, which is why the histories and Freedman's Bank records aren't included in ALE. Over a year ago, I spoke to a rep from Ancestry about why the Historical Newspapers aren't included in ALE, and she told me it was because it wasn't really their material, and their license didn't allow them to redistribute it through ProQuest.

I don't think that statement is correct. Right this minute I am not at a computer which has access to ALE, but I do have in front of me a publication I received last June from an Ancestry.com spokesperson which stated:
"Ancestry Library does not include the following collections: Family & Local Histories, Historical Newspapers, OneWorldTree, Filby's Passenger and Immigration Lists Index, Biography & Genealogy Master Index (BGMI), and Freedman's Bank Records. "
