[Genealib] Florida State Census

We have received a flurry of requests lately for the Florida state census of 1935 and 1945.  I have two questions about these:
 
1. Are they every-name-census similar to the federal dicentennial census, or are they statistical composites only?  In other words, how useful are they to genealogists?
 
2.  Where can I purchase these for my library, or are they available to view online somewhere?
