When my mother needed a passport (about 1975) and did not have a birth
certificate to
Substantiate her date of birth (I later found it out of sequence in her
place of birth),
All that was required was that she bring someone who had known her for
30 or 40 years (can't
Recall which) and so I went with her as a woman of 45 and vouched for
fact that she was
Born in US and was age she claimed.  Has this changed?  Check it out.
