[Genealib] Need assistance on finding proof of Schools attended inDetroit

I don't understand the requirement for obtaining her father's school
records to prove citizenship.  It would make more sense to obtain her
own school records to prove her residence in the United States from
childhood.
 
The U.S. Dept. of State's website
(http://travel.state.gov/family/family_issues/birth/birth_593.html) has
pertinent information, e.g.
 

	Documentation of United States Citizens Born Abroad Who Acquire
Citizenship At Birth
	
The birth of a child abroad to U.S. citizen parent(s) should be reported
as soon as possible to the nearest American consular office for the
purpose of establishing an official record of the child's claim to U.S.
citizenship at birth. The official record is in the form of a Consular
Report of Birth Abroad of a Citizen of the United States of America.
This document, referred to as the Consular Report of Birth or FS-240, is
considered a basic United States citizenship document. An original
FS-240 is furnished to the parent(s) at the time the registration is
approved.

	 

A relevant question might be:  Was the father and/or mother still a U.S.
citizen at the time the daughter was born?  The fact that they were both
born in the United States may have no bearing on the daughter's claim
for citizenship if they had adopted Canadian citizenship by the time she
was born.  Was her birth reported to a consular office shortly after her
birth?  If so, she should not have any problem establishing her
citizenship.  On the chance that it was reported she should contact the
State Dept. for help.

Does anyone know how one might be able to prove or obtain school records
for a Roy J. Swibaker who was born in Michigan in Mar. 1920. He is
deceased. He lived on Kirby Street in Detroit and his father was James
Swibaker. 
 
The patron called the Wayne County School Board and was kept on hold
each and every time she called.  She needs to prove her father's school
attendance in order to assist her in obtaining citizenship. Her father
was born in Michigan as was her mother but she was born in Canada. She
has lived in the U.S. for 60 years. 
 
With the new passport laws she will not be able to go to Canada to visit
relatives there and if there not get back to the U.S.
 
She has her fathers U.S. military records, birth certificate and the
same for her mother but each time she is told she must have her father's
complete school record.
