My guess is that there may not be records that old, in which case I
would suggest calling her congressperson's office for assistance since
this seems to be a federal requirement. The odds of finding 86 year old
school records most places are rather slim these days. Has she tried
census records and Detroit City Directories? I did a quick look at
Ancestry for Swibaker and hits are minimal. There was one Detroit border
crossing in 1943 for a Colleen born about 1924.

Does anyone know how one might be able to prove or obtain school records
for a Roy J. Swibaker who was born in Michigan in Mar. 1920. He is
deceased. He lived on Kirby Street in Detroit and his father was James
Swibaker.
The patron called the Wayne County School Board and was kept on hold
each and every time she called. She needs to prove her father's school
attendance in order to assist her in obtaining citizenship. Her father
was born in Michigan as was her mother but she was born in Canada. She
has lived in the U.S. for 60 years.
With the new passport laws she will not be able to go to Canada to visit
relatives there and if there not get back to the U.S.
She has her fathers U.S. military records, birth certificate and the
same for her mother but each time she is told she must have her father's
complete school record.
