[Genealib] HeritageQuest Online remote use

I know that NYGBS used to offer it as well. But, when it came up for
renewal they could not do so.

My understanding is that Proquest changed their marketing philosophy for
this product and made the decision that only public libraries could
offer remote access. They will still sell to others, but only for
in-library/museum/archive use (NYGBS still has this).
