"Chronicling America," a collaboration of the Library of Congress and 
the National Endowment for the Humanities, has a catalog of *supposedly* 
all the historic newspapers available in America, which institution 
holds them, and in what format.  I don't know what the overlap is with OCLC:

The site shows the newspaper was published 1850-1856.

The Wisconsin Historical Society has the paper on microfilm and I know 
they lend their newspaper microfilm:
