This may be a totally different approach than what you are seeking, but we store/display our collection of over 1,000 genealogy CDs in cases similar to the ones Gaylord carries http://www.gaylordmart.com/adblock.asp?abid=14726&sid=2A0475F37DBA4C7AB467C97F5E9500 and allow patrons to check them out just like books.  That way they can use them on their computers at home and return them.  We also provide two off-line computers with printers in our genealogy department where they can view the CDs in-house, if they prefer.  Some folks bring their laptops in and view them on those.  The CDs are kept in security jewel cases exactly as we do our music CDs.  We have had no problems with damage and very little loss of items.
