[Genealib] Electronic filing cabinet software

I am hoping some of you have some suggestions. I am working with a man who is doing a research project around one person.  It's not a typical genealogy project, as he is concentrating on one person and the people/places/data around her.  He is storing information on different colored cards as such: 

Names on white 4x6 cards. Every time the name is referenced I note the reference and the information on the card.
Blue cards are used for abstracting documents and each has a number of a page, sometimes two if the entry is short. Yellow cards are used for place names, with references and details. Like people, places may be referred multiple times. Green cards for financial transactions, with references and details. Pink cards for information useful in dating.
Pink cards with a corner clipped for bibliographic references and origins of manuscripts. 

He is losing himself in these cards. I don't think typical genealogical software will help because it is so dependent on familial relationships. Has anyone used a software program like CLOOZ - and what are your thoughts on whether an "electronic filing cabinet" software program would help him.
