[Genealib] "Moving Day"

When I was visiting in Montreal a few years ago, I was told that July 1
was moving day for them.

Some friends who maintain the Washington Co. NY genweb site told me that
April 1st was "moving day" in Greenwich, NY.  This was the day everyone
in town who wanted to move did so.  Has anyone heard of this in other
towns or counties.  Just curious.  Might it have had anything to do with
publishing directories?
