[Genealib] Searching for records of men who died twice.

The documented fate of most all WWII men, who were lost at sea is known. The
approximate date of death, ship lost, service number, etc.
However there are hundreds who have virtually no readily available
genealogical verifiable historic record. Their place and dates of birth as well as
parents names are not available without a very high extraction cost required by
the U. S. Navy archive. Thanks to the Freedom of Information Act.
As a result, these men have no history, they never existed or, one can say
"They died twice."
Any comments would be appreciated.
