[Genealib] CD-ROMs Revisited

We discontinued our CD/ROM budget this year.  We bought them and they 
are nice and there are a few we use A LOT (thank you, Heritage Quest, 
for the Indiana WPA records), but mostly the customers just don't use 
them.
