[Genealib] No more remote access to HQ

There is no change to the access relating to libraries.  Only to
genealogical and historical societies.

	Ok, now I'm confused. At first it sounded like all remote access
will be denied. After reading the blog it sounds like remote access is still
possible for libraries. Which is it??
