A book entitled "Library Service for Genealogists" by J. Carlyle Parker
(Gale Research Company, 1981) has a chapter on collection development, with
a list of recommended titles for ALL libraries beginning on page 6, and
"Additional Titles for Medium-Sized Libraries" beginning on page 8.  Many of
the recommended basic titles are still very inexpensive.  You could borrow
the book on ILL, photocopy the pages, and ask your local genealogical
society to go over the titles and determine which works have since been
updated or superseded.  At the same time, it would give them ideas for other
recommendations.
