I went back to our historian, and found that the set he was referring to
is "Confederate Military History: A Library of Confederate States
History written by distinguished men of the south," first published in
1899 (I think this or at least one volume of it was listed on the
Research On Line Web site as well, which caused our confusion).
H. E. Howard published a series of individual titles about Confederate
Civil War regiments by varying authors under the series title of
"Virginia Regimental Histories." You can find these in the Library of
Congress catalog under that series title. Searches of the West Virginia
Union Catalog and WorldCat for "Confederate Regimental History Series"
brought up only one H. E. Howard-published title with that series tag:
The 5th and 7th Battalions North Carolina Cavalry and the 6th North
Carolina Cavalry, by Jeffrey C. Weaver (an author of many of books in
the Virginia Regimental Histories series), and three titles written by
Mr. Rigdon, as well as a fourth published by his company.
If Mr. Rigdon's books are indeed patterned after the Virginia Regimental
History series, you may find the volumes for your state/region are still
useful to genealogists, even if they do not have rosters. People who
have identifed the regiments in which their ancesters fought like to
read the more brief, less analytical histories of where the regiments
traveled and what battles and campaigns they fought, as well as identify
the officers their ancestors served under. Believe it or not,
genealogists can find clues of where to look for marriage, birth and
death records based on where a regiment was located in an approximate
time period. Success in finding a record is rare, but does happen.

This is John Rigdon, author and Publisher of the Confederate
Regimental History Series referenced in the original Email query. There
are apparently two sets of books which are being confused. The Hardback
Set, if I am not mistaken was published by H. E. Howard, Inc. and
basically limited to Virginia Units. My books cover the other
Confederate states and are paterned after Howard's series.
The quality and amount of information on Confederate Troops
varies from state to state and regiment to regiment. As a general rule
the amount of details I have on individual soldiers is listed below with
the states with the best information listed first.
Louisiana
Maryland
Georgia - Infantry Units
Arkansas
Alabama
South Carolina
Tennessee
Kentucky
The following states books generally do not contain service
records of the individual soldiers.
North Carolina
Florida
Texas
Mississippi
Missouri
If you want to see an electronic copy of a couple of the books,
send me an email and I will forward a couple of regimental histories as
PDF files so you can get an idea of the contents.

Some of the volumes contain rosters, which is useful for
genealogy, but those rosters are probably available from other sources.

Our in-house Civil War historian and author, Terry
Lowry, says this set is good and is considered one of the "classics" for
Civil War history. We have the original 12 hardbound volumes in our
collection, but they are not used heavily. If you have true Civil War
historians and buffs who truly research the Civil War, you will probably
want this set for your library. If you don't expect much use, the
CD-ROM version would probably be adequate. There are used sets and
individual volumes widely available in the book market, from what I can
see. This set has been reprinted several times over the years.
